There are three different types of files here:
b*.dat - analyses
a*.dat - all forecasts
a*.fst - most recent forecast


These files contain real-time intensity, wind shear, and SST values/forecasts.
The file format is similar to the ATCF format.

BASIN, CY, RUN, TECHNUM, TECH, TAU, VMAX, SHR, SST

BASIN   - Basin, e.g., AL, EP
CY      - Cyclone number, e.g., 03
RUN     - Model run time YYYYMMDDHH, e.g, 2010061812
TECHNUM - Objective technique sorting number, blank for analysis
TECH    - Model acronym, e.g., GFDL, HWRF, SHIP
TAU     - Forecast period in hours, 0 for analysis
VMAX    - Maximum wind speed in knots
SHR     - Vertical wind shear (200-850mb) in knots
SST     - Sea surface temperature under cyclone in degrees C
